BEIS update: Energy Bill Relief Scheme (EBRS) – pass through requirements

The NCC contacted BEIS , the Department for Business, Energy & Industrial Strategy to ask for clarification on whether the pass-through regulations of the EBRS applied to holiday park operators where holiday caravan owners were living in their holiday caravan on the park as their permanent residence.

The NCC asked: “Do the provisions in the EBRS and EBSS-AF (and pass-through) also apply to holiday caravan park operators where there are holiday caravan owners using their holiday caravan as their main and sole residence and therefore do not benefit from any discount through a direct energy supply account at another address.”.

BEIS responded and stated:

Under these regulations, intermediaries such as park site owners must pass on the discount in a just and reasonable way.

Broadly speaking, unless the site is “protected”, as defined in the Mobile Homes Act 1983 or the Caravan Sites and Control of Development Act 1960 or the Caravans Act (NI) 2011, it would be excluded from the pass-through requirements for the EBRS scheme.  

In respect of the Energy Bills Support Scheme Alternative Funding, this scheme will provide equivalent support of £400 for energy bills for the small minority of households who will not be reached through the Energy Bills Support Scheme. This includes those who do not have a domestic electricity meter or a direct relationship with an energy supplier. Our priority is to work with delivery partners to provide the £400 support to households at their primary residence.

To make the process as simple as possible for consumers, those who are eligible for the EBSS Alternative Funding will need to submit a short online form via the Government’s Gov.uk pages, with the application portal due to open in January.  A dedicated customer helpline will be available to assist customers who do not have online access, with further details to be released later this month.
